Achievements/milestones

  • The Joint Declaration on Climate Change in 2008 has been a major achievement and has provided concrete opportunities for cooperation and dialogue in relation to the UNFCCC negotiations in the run-up to Copenhagen. Joint Africa-EU work has now to continue on the basis of the Copenhagen Accord in order to finalise an ambitious, legally binding post-2012 agreement by the end of 2010 at the Cancun Climate Conference. In this context, work is underway to make the Accord promptly operational so as to constitute the core of what should still be a new climate treaty. The overarching and most pressing priority in the post-Copenhagen context is capacity development for Africa both in the mitigation and adaptation strategic dimensions.
  • On-going support to ClimDev Africa & its African Climate Policy Centre (ACPC) in conjunction with AUC, UNECA and the African Development Bank and major donors.
  • Under the €20 million EC Multilateral Environment Agreements (MEA) programme with the ACP, €3.3 million is earmarked for implementation and compliance for the international agreements on climate change, biodiversity, desertification and chemicals.
  • On-going support to climate change and desertification coordination in AUC
  • Implementation of African Monitoring of Environment and Sustainable Development (AMESD) (€20 million – 9th European Development Fund).
  • Under the Global Climate Change Alliance initiative: Mali, Mauritius, Mozambique, Rwanda, Senegal and Seychelles are the African countries that have been identified for enhanced cooperation (2009-2010). Two other African countries are in the process of being selected for 2010.
  • Pre-feasibility study for the ‘Great Green Wall of the Sahara and Sahel’ was finalised in June 2009. AUC and EC prepared for follow-up action with support from FAO for which €1.4 million was earmarked in EC AAP 2010 Environment and Natural Resources Thematic Programme (ENRTP) to assist countries for the second implementation phase of the Action Plan. The EC has also approved a contribution of €9 million from the Intra-ACP in support of the Africa Land Policy Initiative.
